FDSC Wastewater Collection & Transmission Facilities
Town of Penney Farms, Clay County, Florida
This project involved the installation of 22,000 LF of 8", 10" and 12" gravity sewers, 80 precast manholes, 3 wastewater pump stations, 57,400 LF of 6", 8" and 10" force main, and related valves, fittings, services, restoration work and other associated work in the Town of Penney Farms, Florida. The project was funded with a grant from the FDEP FDSC program. Mittauer & Associates, Inc. provided grant assistance, design, surveying, permitting, construction administration, and resident observation on this project. The project was completed September 2009 for a total cost of $6,229,000.

The project involved the expansion and upgrade of the Town’s wastewater treatment facility (WWTF) located in Callahan, Florida. This project included the construction of an influent structure with static screen and grit chamber; one 0.5 MGD oxidation ditch with two 40 HP aerators with integral anoxic chamber; two 35-foot diameter clarifiers; RAS/WAS pump station; disc filter unit; chlorine contact chamber; new chlorination facilities; in-plant pump stations; alum feed system; aerobic digester; sludge centrifuge; yard piping; sitework; and electrical/instrumentation including new emergency generator. The plant is capable of meeting Advanced Waste Treatment (AWT) limits of 5:5:3:1 (BOD: TSS: TN: TP).
The Town of Callahan was awarded grant funding in the amount of $2.6 million from the State of Florida Legislative Appropriations, $2.7 million from USDA RD and $650,000 from the DCA CDBG Program. Services provided by Mittauer & Associates, Inc. included grant assistance, design, surveying, permitting, construction administration, and resident observation. The project was completed in January 2009 for a total cost of $5,230,000.
CDBG Public Works Improvement Project This project consisted of the construction and installation of new wastewater treatment facilities including: Influent structure with fixed screen and aerated grit chamber; a 0.20 MGD package wastewater treatment plant with associated recycle/WAS pumps, blowers, controls, etc.; chlorine contact tank; hypochlorite feed system with enclosure; modification of existing ring-steel contact stabilization package plant to an aerobic digester; self-priming in-plant lift station; expanded effluent sprayfield system; modifications to existing, submersible off-site lift stations; yard piping; controls, electrical; new emergency generator; and site grading work. This project was funded through two CDBG’s in the Neighborhood Revitalization and Disaster Recovery Initiative categories as well as a grant from the Department of Commerce, EDA and OTTED. Services provided by Mittauer & Associates, Inc. included grant assistance, design, surveying, permitting, construction administration, and resident observation. The project was completed in March 2009 for a total cost of $2,900,000.
